James, or “Jamie” as he was best known to family and friends, was a lifelong resident of Roanoke and Welsh and worked for many years in the oil and gas industry and most recently the Welsh Canal Company, from which he retired in 2018. He was a 1973 graduate of Welsh High School and attended University of Louisiana at Lafayette, (USL). He loved to hunt and fish and was most comfortable spending time doing both down on Bayou Chene where he lived for many years. An excellent gardener, he blessed many folks’ tables with fresh fruits and vegetables that he grew and loved to share. Jamie was also an excellent cook. Many a serving of his fried fish, fried oysters, boiled crawfish, and BBQ were enjoyed by many friends and family. Ensuring that “a good time was had by all” was a mainstay of his life. Jamie was a member of Roanoke Church of the Brethren.
Survivors include a brother, John Randolph (Julie Ann) Hylton, and sister, Rebecca Ann Hylton, both of Salem, OR. Also, a niece, Jennifer Lynn (Spenser) Hylton Hays and grand nephew, Bridger Hays, of Salem, OR.

He was preceded in death by his father, Afton Hylton, and his mother, Kendolene Emerick Hylton.
