JENNINGS..A Mass of Christian burial for Mr. Frank Gallaugher, 96, will be held at 11:00 a.m., Wednesday, July 17, 2013 in Our Lady Help of Christians Catholic Church with Rev. Charles McMillin officiating. Burial will be in the Calvary Cemetery under the direction of Miguez Funeral Home of Jennings. Funeral home visitation will be from 5:00 p.m. to 8:00 p.m., Tuesday. A rosary will be recited at 6:00 p.m., Tuesday in the funeral home chapel. Mr. Gallaugher died Friday, July 12, 2013 at his residence. Franklin Arthur Gallaugher was born on August 8, 1916 at 709 Shell Beach Drive in Lake Charles, Louisiana of Francis Valery Gallaugher and Barbara Fitzenriter Gallaugher. He graduated from Landry Memorial High School in 1933 and attended the Vincent Business School the same year. On December 11, 1933, the Lake Charles Bank & Trust Company of Lake Charles employed him. He took military leave in 1942 to serve in the 8th Air Force in England until he was discharged as a Staff Sergeant on September 20, 1945. He returned as an officer in the Gulf National Bank until January 1, 1947 when he moved to Jennings, Louisiana to become the CEO of the newly formed Jeff Davis Bank & Trust Company where he served in that capacity for some 35 years. He was Chairman of the Board of the Jeff Davis Bancshares, Inc., the holding corporation for Jeff Davis Bank. During his long banking career, he served on the Board of the American Bankers in Washington, D.C., a three year term on the New Orleans Branch of the Federal Reserve Bank in Atlanta, GA, a four-year term on the Community Bank Committee of the BAI, officer and director of the Louisiana Bankers Association and on working committees of the association for 40 years. During his life in Jennings, he served as an officer and member of the Jennings Chamber of Commerce, president, director, and member of the Jennings Rotary Club (A Paul Harris Fellow), Commander of the VFW and member of the American Legion, Chairman of the Airport Authority establishing the first Industrial Park concept for small airports in Louisiana. He established the first Credit Bureau in Jennings, and served as officer and director of the Jennings Golf Club. Mr. Gallaugher was an active leader in fund raising drives in Jennings for 50 years. These included Boy Scouts, Red Cross, Jennings Hospital, and Chamber of Commerce. As a member of Our Lady Help of Christians Catholic Church, he served many years as a trustee and as Chairman of the finance committee. He served as chairman of the first pastoral Council in Southwest Louisiana and authored the first Charter and Bylaws for these organizations. He was chairman of the fund drive that built Our Lady Immaculate School and worked on fund drives as recent as 2000. Mr. Gallaugher also served on the Board of Directors and secretary treasurer of Jeff Davis Mortuary Benefit Association over 30 years. He married Vida Derouen on January 30, 1942 and is father to Janet G. Pendleton and husband Jeffrey A.B. of New Orleans, and J. Kendall Gallaugher of Richmond, Virginia and grandfather to Jeff Pendleton and wife Ashley, Valerie Pendleton, Will Pendleton, Sarah Perry and husband Rob, Lauren Zeller and husband Kevin and Frank E. Gallaugher. He is also survived by his brother, Patrick Gallaugher, and wife Dot of Lake Charles, LA. The family wishes to especially thank Lisa Fontenot, and Julie Duhon as well as Marie, Debbie, and Kelly of the Louisiana Hospice and Palliative Care for the lovely, professional care they gave Mr. Gallaugher. Mr. Gallaugher is preceded in death by his parents, Francis Valery and Barbara Fitzenriter Gallaugher; two sisters, Katherine Dunn and Barbara Bradshaw; and one grandson, Adam Pendleton.
